1.Make and accordion out of a strip of paper approximately 4" wide. 2. Fold in half and glue at halfway point then do the same by folding it in thalf the other direction. 2. Glue on a round to the front. 3. Make gathers of tissue paper and glue every so often around the whole accordian round. Repeat until you've gone around twice. 4. Cut 6' or so of yarn/ribbon or whatever you want your banner to hang from. 5. Attach the yarn and cover with a rectangle of ribbon to make the back look nice. 6. Write on front of round with glitter glue or paint or wahtever you want, let dry and voila you have a BOO banner. Easy Peasy.
